Free dispersed camping on BLM land, 20 minute drive from Canyonland's Island in the Sky entrance. Several designated spots and more room for parking in between each spot. Tons more campsite areas further down the road, but high clearance may be required for most. Fairly decent LTE coverage on both Verizon and AT&T, without a signal booster.
