I stayed in this spot Sunday 7:30pm to Monday 8:30am with no problems. Other than this area with a handful of free parking spots along the one side of the street under the bridge, everything is pay by the hour parking until 6pm. Since I came earlier and no free spots were available, I did payed parking for 2 hours in the lot across the street and walked the area to scope it out. I then left and returned after 6pm and the place had cleared out. There is much within walking distance: dog friendly restaurants, brewery/pubs, an indoor carousel, the Walnut walk bridge that leads to much more on the other side of the river. There was a street musician and a street magician when I was there. Loud street racing for a couple hours. Well policed. Building in park with clean public toilets. Very family and dog oriented.

If you drive around the bend to the other side you'll see parking meter and street parking signs. On that side you can park after 6pm until 9:30am for free Monday-Saturday and all day Sundays. That side has sunshine for charging your solar panels. Huge grassy park with splash pad, hopscotch, trash and recycle cans, walking/biking paved paths with lots of benches for sitting and looking out at the water and watch the boats go by. Can walk over a bridge into downtown. There is also a rock climbing area under that bridge but is gated off and wasn't in service when we were there. Other apps said this was a quiet spot, but on a Saturay night there was lots of street racing and motorcycles making loud noises for a while but luckily we were still awake watching shows.
