This might sound dramatic but this is literally one of the best rest stops I've been to. No dump but free potable water and they allow "overnight rest" but no camping. I stayed on the upper loop and it was quiet all night. Picnic tables, cell service, and dispersed camping just minutes away. Perfect spot to roll in late, get a good night's rest, fill up water and then explore!
